The department is also involved with the automation and monitoring of building systems, such as security and HVAC, and operates a Help Desk application to provide support to city employees.The Legal Department provides in-house legal services and representation to the Mayor, the city's executive departments, Greenwood Common Council, the Clerk's Office, and various city boards and commissions.The Parks & Recreation department is responsible for all public recreation in Greenwood.Mission: To serve and protect, and to always do so with professionalism, skill, character and honor. With nearly 60 officers, the Greenwood Police Department helps to ensure the safety and stability of our community.Greenwood's sanitary sewer system maintains nearly 500 miles of existing pipe serving more than 24,000 residents, businesses, schools and other organizations in northern Johnson County. Sanitary sewer/waste management bills are sent to property owners monthly.

The Greenwood City Court has jurisdiction over misdemeanors and infractions allegedly occurring anywhere in Johnson County, as well as alleged violations of Greenwood city ordinances. The Court operates full-time and hears 1,200-1,500 misdemeanors and 4,000-6,000 infractions and ordinances each year.

The Greenwood City Court is the only city court in Indiana that operates a state-certified Problem Solving Court, an Alcohol and Drug Services Program or Veterans Court. Greenwood Recovery Court was the first drug court in the U.S. to be state-certified. The Recovery Court was also one of the first "hybrid" drug courts in the nation, accepting drunk driving defendants as well as traditional drug offenders.

To operate these specialized programs, the judge and the staff of the Greenwood City Court have completed hundreds of hours of specialized training.

No city tax dollars are used to support any of these programs. All are funded by fees paid by participants in the programs or federal and state grants.

The Greenwood City Court also handles other kinds of misdemeanors, such as theft, motor vehicle cases, public disturbances, along with traffic violations.

The Greenwood City Clerk is the keeper of the city’s official public records, including meeting agenda preparation, note documentation and preservation of all papers for the Common Council; note and record documentation for the City Court; and filing, safekeeping and digitizing municipal documents.

Other duties of the City Clerk include:

  • Notify public of all official activities and meetings.
  • Obtain and certify official signatures on contracts.
  • Certify copies of original documents.
  • Maintain ordinance violations, such as Parking Violations and Sign Code Violations and take in fines as the Ordinance Violations Bureau.
  • Record inventories of city assets.
  • Administer oaths.
  • Serve as a notary of the public, at no charge.

The Greenwood Fire Department (GFD) consists of forty-three (43) full-time employees and eighty (80) part-time employees. GFD protects a 25-square-mile response area that has a permanent resident population of more than 50,000.

Greenwood has a daily visitor population of over 50,000 people due to the high retail occupancy concentration of the city, including Indiana’s second largest enclosed shopping mall. GFD provides fire, explosion, rescue, EMS and hazardous material response for the jurisdiction and assists regularly with five (5) primary mutual aid fire departments.

It is the mission of the Greenwood Fire Department – through fire suppression, emergency medical services, special operations, disaster preparedness, fire prevention, and community education – to preserve the life and property of all who live in and visit the City of Greenwood.

Recovery Court

The Greenwood Recovery Court helps people recover from drug and alcohol problems, rebuild their lives and strengthen their families. Participants are adults who have a long-time problem with alcohol or other drugs and who have failed in other treatment programs.

The goal of Recovery Court is to help the participant become a law-abiding productive citizen.

The Greenwood Veterans Court is designed to assist veterans of our nation's military who find themselves in the criminal justice system partially as a result of psychological or addiction issues arising from their military service. These problems often manifest as post-traumatic stress disorder, depression, traumatic brain injury, chronic extreme stress, or paranoia. Working with the United States Veterans Health Administration and the Benefits Administration, the Greenwood program develops a specific treatment scheme for each participant.

The Board of Public Works and Safety oversees the majority of Greenwood's city departments, the city's property, the sanitary sewer and waste management utilities, and the City's public safety departments. The board also manages all city streets and right-of-ways and oversees development in the city.

The Greenwood Alcohol and Drug Services Program identifies specific issues troubling adults convicted of alcohol and drug crimes, but whose problems are not sufficiently severe as to require recovery court.

In addition to normal fire department operations, the Greenwood Fire Department also employs a Hazardous Materials Response Team and Water Rescue Team.

Driver Improvement Program

Greenwood City Court also operates, in conjunction with Eskenazi Hospital in Indianapolis, a Driver Improvement Program for teens and adults with poor driving records. The program features a presentation by a trauma surgeon and other medical staff who discuss the consequences of poor driving.

Technical Review Committee

The Technical Review Committee (TRC) is made up of members from various city departments, school representatives, and area utilities. The committee reviews projects proposed for development, meeting to review:

  • Site Development Plans
  • Primary Subdivision Plans
  • Secondary Subdivision Plans
  • Plat Vacations & Amendments

The TRC maintains a Plan Review Status for all projects. Once projects are given final approval, Planning Division staff coordinates permit issuance to allow site work to begin.

Revised plans can be submitted to the Planning Division any time after the TRC meeting in which the project was addressed. Please refer to the Plan Submittal Guidelines for the needed quantity of plans, necessary accompaniments and the general procedures used to expedite your plan review.

The Training Division’s goal is to provide progressive, state-of-the-art training to 100+ firefighters, both full-time and part-time, on three (3) shifts at four (4) separate firehouses. Weekly shift trainings are coordinated in all areas of fire service and special operations response, keeping firefighters up-to-date on new techniques and familiar with existing industry standards.

for part-time firefighter/EMT. Applications may be picked up Monday through Friday during normal business hours. In order to be considered, you will need Firefighter I/II and EMT certifications at the time you turn in your application.

Part-Time Application

The Greenwood Fire Department is not accepting applications for the position of full-time firefighter/EMT at this time. Please check back for future opportunities.

Public-Private Partnership Program

Greenwood wants to support your project! The Stormwater Utility offers incentives to residential and non-residential Stormwater customers to encourage the construction and development of innovative green infrastructure. The incentive program includes support of many different types of efforts to facilitate:

  • The safe and efficient capture and conveyance of stormwater run-off; mitigate the damaging effects of stormwater run-off.
  • Effective stormwater collection and conveyance programs.
  • Improvement of stormwater quality throughout Greenwood to benefit the public health, safety and welfare.

The partnership program is designed to stimulate investment and utilization of Stormwater Best Management Practices (BMPs) that go above and beyond the minimums required by Greenwood Municipal Code and Stormwater Technical Manual.

Evaluation criteria includes:

  1. Total volume of run-off managed
  2. Water quality benefits of the project
  3. Amount of area of individuals impacted by the project
  4. Use of innovative green technology or messaging
  5. Public education and outreach components of the project
  6. Ability to leverage other funding sources including private money, grants, and donations
  7. Creativity
  8. Timing and length of the project
  9. Budgeting and financial considerations
  10. Project’s compatibility with the overall aims and goals of the Department

Parks & Recreation Board

The Parks & Recreation Board is charged with overseeing all recreational needs of the Greenwood community, including the maintenance and construction of high-quality park facilities, trails, physical education, the development of community programming, and community festivals. Public Education and Outreach

The department visits all Greenwood Community Elementary Schools twice each year. Spring visits include our dual purpose Safety Trailer where grades K-2 receive fire safety training and grades 3-5 receive severe weather training. In the Fall, all children learn Stop, Drop, and Roll as well as many other fire safety facts.

By the time students reach middle school, they have received training directly from our firefighters 12 times.

No road closures are planned for these projects, but there may be occasional lane restrictions. The city is committed to providing clear and frequent updates so commuters can adjust travel plans.

Greenwood will also be doing $672,000 in reconstruction work on Graham Road between Allen and Collins roads, and Collins Road between Allen and Worthsville Roads. 

Redevelopment Commission

Working to grow Greenwood’s underdeveloped or underused areas, the Redevelopment Commission is charged with growing and attracting businesses to the community. The Commission approves and spearheads a variety of initiatives, including the funding, execution and strategic design of various development projects throughout Greenwood.
