Greenwood is building roundabouts on Smith Valley Road at the Averitt and Woodmen intersections. Construction is anticipated to start summer 2025, once all utilities have been properly moved from the area. This project will be just north of Greenwood Community High School and Southwest Elementary School. The roundabouts will have four lanes, two in each direction, and will alleviate daily traffic backups along this route. Smith Valley Road at Averitt will be a complete road closure, but Smith Valley at Woodmen will remain partially open to allow access to Southwest Elementary School and the Greenwood Community High School. Construction of both roundabouts will take place at the same time to minimize the project timeline.
WOODMEN BOULEVARD - PHASE I
The first phase of the project will close the East-bound lanes of traffic, shifting both directions of travel to the West-bound lanes. Traffic on to Woodmen Boulevard will shift to the inbound lane.
WOODMEN BOULEVARD - PHASE II
The second phase of the project will close the West-bound lanes of traffic, shifting both directions of travel to the East-bound lanes. Traffic on to Woodmen Boulevard will shift to the outbound lane, through the newly constructed portion of the roundabout.
WOODMEN BOULEVARD - PHASE III
The final phase of the roundabout will be final paving and pavement marking, which will take place under traffic access with flagging road crews. Once this phase is complete, the roundabouts will be fully open, with landscaping to take place without traffic interference.
FREQUENTLY ASKED QUESTIONS:
When are the roads due to close?
Averitt and Woodmen intersections are to be work on simultaneously and work is scheduled to begin August 4, 2025. If utility relocations are completed early, there is a possibility that the work can start sooner.
How long is the work expected to last?
The work is scheduled to last 60 days with some minor landscape and project cleanup that will occur while the roads have reopened.
What is the detour route for the project?
A signed detour will be in place at US 31 and will route traffic along Main Street to SR 135 and back south to Smith Valley Road.
How will I get to the school, my home or business?
Access will be maintained from the east off of US 31. You will not be able to access school coming from the west. Two-way traffic will be maintained to the school property and to residents within the construction limits. Through traffic will not be allowed along Smith Valley Road through Averitt.
My child will be attending Southwest Elementary. How will I drop them off and pick them up?
We have coordinated with the school corporation and vehicles should continue to drop off and pick up students in the regular fashion.
Why are both intersections being done at the same time?
We wanted to minimize the total length of disruption to all users of Smith Valley Road. Sixty days in one season will be more efficient and minimize disruption times versus carrying it through two separate construction seasons.
How will I get my mail, trash, or other services?
The road contractors are required by contract to provide access to all impacted properties. Our construction management team and contractors will work and coordinate individually on specifics as construction is ready to begin.
What is happening between Averitt and Woodmen?
Smith Valley Road is planned for resurfacing and new pavement markings. It will not be fully reconstructed during this project. A new sidewalk will connect Averitt to Woodmen along the south side of Smith Valley Road.
Why roundabouts?
Averitt was experience high injury crash rates, and both Woodmen and Averitt experience high delays at peak hours. The roundabouts are designed to minimize the severity of crashes and reduce delays for the travelling public.
